Members of the public movement of parents for protection of education in the Kyrgyz Republic hold a rally in Bishkek. About 40 people with banners in their hands gathered near the building of the Ministry of Education and Science.
«We believe that the provision on the procedure for competitive selection of heads of general educational organizations does not meet the standards of protection in the field of human rights, and requires careful revision, since the norms contained in it violate the rights of applicants for the position of school principals in the form of imposing additional obligations on applicants related to proof of their professional suitability,» the protesters believe.
They also believe that the dismissal of school principals and subsequent competitive selection can lead to corruption.
«The first pilot competition held and widely advertised by the ministry for selection of directors of boarding schools in Talas region was a complete failure and showed the complete failure of the initiatives of the minister Beishenaliev in the personnel issue. Of seven applicants, only one passed all the procedures of the competition. The public is not familiar with the results of testing and documents of applicants,» the protesters say.
According to a presidential decree, principals of 966 schools must be replaced by the start of the new academic year, as they have been in office for more than five years. From now on, school principals will be appointed for a five-year term. The Ministry of Education considers the introduction of restrictions to be correct, since principals of some schools work for 20 or more years.
