There are few payers of social contributions in the country. The Deputy Prime Minister of Kyrgyzstan Edil Baisalov said at parliamentary hearings on reform of the pension system and the draft concept for the development of compulsory health insurance for 2023-2026.
According to him, social contributions are made mainly by large companies.
«Sellers in the market, migrants, farmers do not pay anything to either the Compulsory Medical Insurance Fund or the Social Fund. We don’t have a lot of payers right now. We want to explain to citizens that they need to save for the old age, that the state does not owe them anything,» he said.
Edil Baisalov noted that, in accordance with the concept, measures to abolish certain benefits for retirement will be implemented in stages.
«Living conditions are different in the highlands, prices are also lower there than in Bishkek. Therefore, we propose to increase the retirement age, not immediately, but gradually, every six months. This applies to both military personnel and others,» the Deputy Head of the Cabinet added.
The Social Fund proposes to ban early retirement. According to the Deputy Head of the Social Fund Gulnura Zhumataeva, 50 percent of the total number of new pensioners retire prematurely every year.
