State certification of graduates of secondary schools could be combined with the Nationwide Testing in Kyrgyzstan. A draft law on education says.
According to the press service of the Ministry of Education, the document proposes a number of innovations, which will be further regulated in the bylaws.
In particular, it is stipulated that people with primary vocational education of the relevant profile can get the secondary vocational education under accelerated programs. Inclusion of a higher educational institution in world rankings of universities, international accreditation and issuance of double diplomas gives the right to grant the educational organization an international status.
The bill also includes a norm that land plots, buildings and facilities of state and municipal educational organizations are not subject to privatization, sale and seizure.
It is noted that more than 50 bylaws were united into three acts (the Cabinet resolutions on educational activity, on scientific activity and on financing of educational and scientific activity in the Kyrgyz Republic). The process of their discussion has begun.
The draft bylaws address such issues as academic freedom, academic honesty, types of educational organizations, working hours, financial autonomy, and etc.
