At least 208,418,372 soms have been transferred to election funds of political parties in Kyrgyzstan, 162,252,129 soms have been spent. At least 240,585,745 soms have been transferred to the election funds of candidates in single-mandate constituencies, spent — 182,084,873 soms. Control and auditing group of the Central Election Commission of Kyrgyzstan (CEC) reports.
According to it, an analysis of the financing of election campaigns in the parliamentary elections in 2020 compared to this year showed that the amount of money transferred to the election funds of 16 political parties was 3.2 times higher in 2020 than investments in the election funds of 21 political parties in 2021, and the amount of funds spent was 4.1 times higher, respectively.
The CEC believes that these data indicate that the new norms and procedures for the formation of electoral funds and the maintenance of special accounts provided for by the legislation have minimized the risks of their misuse and equalized the conditions for all participants in the electoral process.
All settlements between a candidate, a political party and individuals, legal entities for the performance of work and provision of services are carried out on a contractual basis and by direct credit transfer only.
The standard for financial transparency of the electoral process, implemented through the automated information system «Financial Transparency», allows the CEC to display detailed information on the receipt and spending of funds from electoral funds of candidates and political parties on the official website of the CEC, taking into account legislation on the protection of personal data and bank secrecy. The automated system of the CEC allows to identify each sender and recipient of funds.
The control and auditing group is checking the first financial report of candidates, political parties on the receipt and expenditure of their electoral funds, the deadline for submission of which, according to the law, was November 17.
According to the CEC, the first financial report was not provided by Zhashasyn Kyrgyzstan party and 23 candidates in the single-mandate constituencies. Written notifications of violations of the law were sent to all of them.
In total, electoral funds were formed by 22 political parties in the single electoral district (one refused to participate in the elections) and 321 candidates from single-mandate electoral districts (34 candidates refused to participate in the elections).
