At least 42 children whose parents are unknown live in Kyrgyzstan. They do not receive money from the budget. MP Kurmankul Zulushev said at a meeting of Parliament when discussing amendments to the Law on State Benefits.

According to him, 40 of these children live in boarding houses, 2 — with their guardians. «We would like to propose opening of deposit accounts for such children who have dashes in «mother» and «father» boxes in their birth certificates. When reaching adulthood, they will be able to receive the money,» Kurmankul Zulushev said.

The amendments propose payment of state benefits at the place of citizens’ appeals, with the exception of cases when residents of settlements, where the rates of accruals to wages and other social allowances are set, apply for payments.

«It is proposed not to require a certificate from the applicants about their actual place of residence. Data will be requested using the digitalization capabilities of public services and their personal identification numbers within the framework of interdepartmental electronic interaction,» the deputy explained.

The Minister of Labor and Social Development Ulukbek Kochkorov noted that, according to preliminary forecasts, difficulties in timely payment of state benefits may arise due to the coronavirus pandemic, but those in need will receive all the necessary additional payments.
