At least 22 people were fired as a result of optimization of polyclinics in Bishkek. The head of the Personnel Department of the Ministry of Health Anara Eshhodzhaeva announced at the joint meeting of the Public Councils of the Ministry of Health and the Compulsory Medical Insurance Fund.
According to her, the main goal of optimization is to accumulate the resources of primary level organizations at the district level in one center.
«In this case, the possibility of rational use of allocated state funds is significantly simplified,» said Anara Eshhodzhaeva.
She added that the optimization concerned administrative and management personnel.
«The Family Medicine Centers are overstaffed. In fact, 3,296 people worked, and the number of posts reached 4,087. Since December 1, 2018, at least 75 people have been dismissed as a result of the merger. At the same time, 53 people took vacant positions at the same Family Medicine Centers. In fact, 22 people were fired,» the head of the department told.
Financing of administrative and technical staff before the optimization was 29 million soms, after it — 24 million.
Doctors, who disagreed with the optimization, held rallies, and the deputies of the Parliament stated that the Kyrgyz Ministry of Health was optimizing Bishkek’s primary health care organizations without complying with the norms and terms of the legislation, budget savings and public discussion.
