The State Committee for National Security of Kyrgyzstan developed a concept of information security of Kyrgyzstan for 2019-2023. The draft document was submitted for public discussion.
The document states that the goal of the concept is to develop strategies for protecting the interests of an individual, society and the state in the information sphere and creation of an effective information security system in Kyrgyzstan, representing a combination of legal, organizational and economic methods for implementing state policy in this area.
The SCNS noted the key problems of information security:
— Spread of cybercrime;
— Lack of effective countering of cross-border information crime in modern conditions;
— Vulnerability of citizens’ consciousness to harmful and dangerous content and the ability to manipulate the views of Internet users;
— Mobilization of citizens for participation in illegal campaigns;
— Recruitment by means of radical materials via the Internet.
It is planned to ensure information security of the country on the basis of «a combination of legislative, judicial, law enforcement, control and other forms of government activity in cooperation with local governments, organizations and citizens» and with the help of «a state system for monitoring, analyzing and evaluating the information space in Kyrgyzstan and improving the technology of information protection and state information systems from potential and real threats.»
