Sooronbai Jeenbekov believes that law on parties is outdated

The current Parliament must adopt laws to carry out urgent reforms. The President of the country stated today at a scientific and practical conference dedicated to the 80th anniversary of the Kyrgyz Parliament.

«If we engage in a constitutional reform today, then the reforms I mentioned above will be shifted to the background. We will lose about a year to convene a constitutional meeting, discuss and amend the relevant norms. We do not have so much time now. We will not have time to prepare for the next parliamentary elections,» said Sooronbai Jeenbekov.

According to the head of state, the Parliament, which will be elected on the basis of the parliamentary elections in 2020, will have enough rights and time to seriously consider the norms of the Constitution subject to change and make unhurried decisions.

The President believes that the relevant laws concerning the next parliamentary elections should be passed before the Parliament leaves for the summer recess.

According to Sooronbai Jeenbekov, the improvement of electoral legislation and laws on political parties are the most pressing and urgent issues of the day.

The President admitted that we could not say that we were ready to ensure the purity and transparency of the entire election process, although, using biometric technologies, we have achieved accurate counting of votes and set a barrier to the distortions of the voting results.

It is necessary to solve the problems associated with the sale of votes, the quality and stability of party lists, the size of the election fund, and others. The function of specifying the list of voters, logically, should be performed not by the State Registration Service, but by the Central Election Commission.

We must resolve such issues by legislative means, also enshrine all electoral rules in law and inform all political parties and each voter about them.

It is very important for all election rules to be defined and approved a year before the next election and after that no changes should be made to the election legislation.

Parties must run for the elections, guided by the norms of the law, which were determined in advance and approved. It is necessary to put a legislative restriction on this matter.

It is necessary to develop the party system in Kyrgyzstan. The law on political parties is outdated. Today’s realities are different. There is an urgent need to develop and adopt a new edition of this law.
