It is proposed to establish an Agency for Personal Data under the State Committee of Information Technologies and Communications of the Kyrgyz Republic. The draft government decree was submitted for public discussion.
The background statement notes that the Law On Personal Information was adopted as far back as in 2008, and in 2014 a government program on the introduction of electronic government (e-government) in the state executive bodies and local self-government bodies of the Kyrgyz Republic for 2014-2017 was adopted. It provided for the draft resolution On the Authorized State Body in the Field of Control and Protection of the Rights of Personal Data Subjects. But it has never been created.
«Despite the existence of the law, in fact there is no effective mechanism for protection of the personal data. This project was developed to solve the problems mentioned above,» the document says.
