The President of Kyrgyzstan Sooronbai Jeenbekov believes that the time has come for introducing the tradition of staff turnover between the regions into the personnel policy. He stated this at a meeting with the residents of Talas region.
According to the head of state, if a person from the south, for example, works in the north, he will take root there, get acquainted with the people, find new friends and thereby help the regions to get closer. The President noted that the staff turnover should first of all be started with the law enforcement agencies — the prosecutor’s offices, the police, national security agencies, the financial police.
Sooronbai Jeenbekov stressed that this measure would contribute to the professional growth of the personnel, would positively influence the increase in the effectiveness of the civil service.
«When I’m in the north of the country, I’m told that there are a lot of southerners among the staff, and when I come to the south, people complain that there are too many officials from the north. I come to the districts, and the local residents are the police chiefs, the prosecutors there. How will they fight against crime and corruption?» Sooronbai Jeenbekov stressed.
In some areas, up to 80 percent of the police officers are the locals. Therefore, they often turn a blind eye to the violations.
