The Cabinet of Ministers of Kyrgyzstan has prepared a draft resolution amending the structure of City Halls and City Councils in cities of national significance.
The document provides for adjustments to the standard structure, maximum staffing levels, and staffing schedules for the municipalities of Bishkek and Osh.
As the draft resolution says, the changes are designed to improve the efficiency of local governments and to comply with the decree of the President of Kyrgyzstan dated February 28, 2026.
According to the document, the new version will approve appendices defining the standard structure of City Halls and City Councils, as well as the maximum staffing levels.
Implementation of the resolution will be carried out within the funds allocated in the local budgets of cities of national significance for the current and subsequent years. No additional expenditures from the national budget are envisaged.
Oversight of the document’s implementation will be entrusted to the Department for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers of the Presidential Administration.
