Kyrgyzstroyservice state enterprise, which is under the jurisdiction of the Presidential Affairs Department, has been chosen as the general contractor for the construction of an administrative complex in Bishkek. The corresponding resolution was signed on January 10 by the Chairman of the Cabinet of Ministers of Kyrgyzstan Adylbek Kasymaliev.
According to the document, Kyrgyzstroyservice will be engaged in the design and construction of the state administrative complex and the congress hall building on the territory of the capital, as well as the development of design and estimate documentation for the facilities.
The Ministry of Finance has been instructed to find sources of financing for the construction based on the design and estimate documentation, and the State Agency for Architecture, Construction, Housing and Communal Services has been instructed to assist the enterprise in obtaining permits for construction, conducting the necessary examinations and commissioning the buildings.
Earlier, the First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev reported that the administrative complex would consist of 19 nine-story buildings, each of which would house one government agency.
The complex is planned to be built opposite Yntymak Ordo.
What is known about the general contractor
Kyrgyzstroyservice state enterprise was established on July 19, 2006. The main task of the enterprise is to act as the general customer for especially important and high-security state facilities financed at the expense of the budget. The state enterprise operates on the basis of full economic accounting, ensuring the design, construction and commissioning of such facilities.
The director of Kyrgyzstroyservice since June 2024 is Almaz Akmatov, he is 35 years old.
The enterprise was mainly engaged in the construction of facilities on the territory of the state residence Ala-Archa. In 2022, Kyrgyzstroyservice was appointed responsible for the implementation of the project for the construction of a new building of the presidential administration — Yntymak Ordo. In 2023, the Cabinet of Ministers exempted contractors involved in this project from taxes, including Kyrgyzstroyservice enterprise. In 2024, the company acted as the general contractor in the construction of a new microdistrict in Bishkek on the site of the former prison colony No. 47.
