Parliament adopts amendments to law on Constitutional Court in first reading

The Parliament of Kyrgyzstan adopted amendments to the Law on the Constitutional Court in the first reading.

At least 66 deputies voted for, 4 against.

Earlier, Speaker Nurlanbek Shakiev said that the amendments to the law are aimed at correcting the decision of the Constitutional Court on the issue of matronymic.

In accordance with the initiative, only the head of state and the Chairman of the Constitutional Court will be able to apply to the Constitutional Court of the Kyrgyz Republic with an application for review of decisions.

On June 30, the judicial board of the Constitutional Court issued a decision at the request of lawyers Elvira Tilek kyzy and Ainura Osmonalieva, representing the interests of Altyn Kapalova, to verify the compliance of the law on acts of civil status with the Constitution. Later, the Constitutional Court of the Kyrgyz Republic gave clarifications on the decision.

The head of the State Committee for National Security, Kamchybek Tashiev, spoke out against the institute of matronymic in Kyrgyzstan and demanded from the Constitutional Court to cancel its decision.

The spokesperson for the Constitutional Court Zhyldyz Zhoroeva reminded the head of the State Committee for National Security that the acts of the Constitutional Court of the Kyrgyz Republic are final and not subject to appeal. Her words were followed by an initiative to change the law.
