Healthcare system of Kyrgyzstan abandons paper document workflow

The Ministry of Health of Kyrgyzstan approved the regulations on the organization of document management in the healthcare system in terms of keeping medical records in the form of electronic documents. Press center of the ministry reported.

According to it, healthcare workers will no longer need to duplicate primary medical documentation on paper, which will allow them to devote more time to patients. In turn, citizens will be able to view information about the services provided to them in their digital health profiles on the state portal of electronic services.

«I believe that this procedure is a key document for the industry, which will allow healthcare organizations to phase out paper workflow. It must be admitted that until today there was a problem of duplication of information, which slowed down the process of digitalization and undermined its credibility. We are actively moving forward, but until now we were required to keep all medical records in paper form. Now we can start to gradually abandon paper and switch to digital documents,» the Minister of Health Gulnara Baatyrova said.

The order will come into force on September 1. It establishes the legal status of electronic documentation, as well as requirements for the formation, signing and storage of electronic medical documents, including their exchange and transfer to the patient.

«It is worth noting that, despite the transition to paperless workflow, the patient still has the right to choose. In case when he or she or their legal representative wishes, they can receive a duplicate of the medical documentation in paper form,» the ministry added.
