Deputy of the Parliament of Kyrgyzstan Maksatbek Sarbagyshev proposes to change the procedure for subsoil use licensing. He announced it at a meeting of the Committee on the Fuel and Energy Complex, Subsoil Use and Industrial Policy.
The deputy believes that the right to use subsoil should be granted taking into account the opinion of local authorities and the population. Licenses are currently issued to the mining companies by the Ministry of Natural Resources.
«They get a license, come and do not even look at the local authorities, the population. The head of the rural administration correctly says: if a company has a license, whether you like it or not, you are obliged to assign the land to them. There were cases when firms create danger for settlements, mudflow prone areas. Earlier, the deputy heads of the Ministry of Natural Resources said that the situation had changed and they would issue licenses only with the permission of local authorities. Everything is happening differently now,» Maksatbek Sarbagyshev said.
In this regard, he asked the chairman of the committee to give a protocol instruction that the right to use the subsoil should not be granted without the permission of local authorities and villagers.
