President of Kyrgyzstan Sadyr Japarov commended on tightening of punishment for violation of traffic rules in an interview with Kabar state news agency.
He noted that no one has the right to violate traffic rules.
«I read comments, which say that Akylbek Japarov increased fines to replenish the budget. They do not replenish the budget. The budget is replenished at the expense of tax and customs duties. These fines are like a drop in the sea for our budget. This is not the point at all,» the head of state said.
He stressed that the number of victims of road accidents increases from year to year, a lot of people became disabled. A lot of young people die.
«This is because drivers do not know the rules of the road. Even if they know, they do not observe them. It is no secret that over the past 30 years, we sold driver’s licenses right and left. Now these drivers are traveling among us. Of course, they do not know traffic rules, because their parents bought their driver’s licenses. Driving licenses were sold until 2020. This does not happen now. Whoever passes the exam will receive it,» Sadyr Japarov said.
He added that the country should put the driving schools in order and bring everything to the level of developed states.
«Otherwise, how will we move forward? «I will break the traffic rules, make the fines lower for me» — what kind of requirement is this?! On the contrary, most people should demand an increase in the size of fines five times. Because citizens who have become disabled as a result of a road accident will now be provided by the state. At the expense of the people. Now they are issued support funds. Well, we are ready to provide them. And what should we do with a huge number of accident victims? It causes concern. How many families have lost their loved ones or suffered from an accident over the past 10 years? In this regard, we must support the new conditions under which driver should re-sit an examination for three violations,» the president said.
He noted that one can often see how the children of wealthy people drive at a speed of 240 kilometers per hour, where up to 100 kilometers per hour is allowed.
«There is no need to rush anywhere! You can get to the destination and at low speed. Well, or be late for a maximum of 5-10 minutes. Nothing will change from this. Compliance with traffic rules is saving primarily own life and the life of others. It is given only once, it is necessary to protect it and not pose a threat to the life of other people,» Sadyr Japarov concluded.
Earlier, the Main Traffic Safety Directorate reported that the size of fines for violation of traffic rules was increased in Kyrgyzstan. In addition, drivers can be deprived of their driver’s license for drunk driving, and in case of repeated violation — vehicle will be temporarily seized.
