Agreement on Kempir-Abad reservoir not subject to denunciation - Madumarov

During the discussion of agreement on Kempir-Abad, deputies Adakhan Madumarov and Chingiz Aidarbekov left the meeting of the parliamentary committee on international affairs, defense and security. The leader of Butun Kyrgyzstan faction himself told 24.kg news agency.

According to him, the agreement with Uzbekistan on the joint use of water resources of Kempir-Abad reservoir contains dangerous points.

«I originally suggested discussing this issue openly. What are we hiding from the people? There is nothing secret and should not be. The agreement says that it is eternal, that is, not subject to denunciation. In addition, the Kyrgyz side undertakes to provide Kempir-Abad with water. Some of my colleagues do not read and do not understand the meaning of bilateral and international treaties. I didn’t want to sit just to secure a quorum during the discussion of such an issue, so I left in protest. Deputy Chingiz Aidarbekov left the committee meeting with me,» Adakhan Madumarov said.

On Monday, the parliamentary committee on international affairs, defense, security and migration approved the Kyrgyz-Uzbek agreement on joint management of water resources of Kempir-Abad reservoir.

Ulan Primov (Ata Zhurt Kyrgyzstan), Cholpon Sultanbekova (Ishenim), Leyla Lurova (Yntymak), Mirgul Temirbaeva (Ishenim), Yrysbek Atazhanov (Kadamdzhai single-mandate constituency), Ulan Bakasov (Naryn single-mandate constituency) and Zhyldyz Taalaibek kyzy (Ishenim) voted for.

Chingiz Aidarbekov (Alliance) and Adakhan Madumarov (Butun Kyrgyzstan) left the meeting before the start of voting.

The Committee for protection of Kempir-Abad reservoir was created on October 22. It includes activists, politicians and MPs. On the same day, in an interview with Kabar news agency, President Sadyr Japarov said: the authorities have information who was behind the rallies and marches on Kempir-Abad issue.

Mass searches began on October 23; more than 20 people were detained and placed in remand centers of Bishkek and Chui region.

A number of international human rights organizations such as the International Partnership for Human Rights (IPHR), the World Organization Against Torture (OMCT), the Norwegian Helsinki Committee (NHC), the Helsinki Foundation for Human Rights (HFHR), Freedom Now and others issued a statement calling for the immediate release of politicians and activists arrested in Kyrgyzstan.
