The President of Kyrgyzstan Sadyr Japarov signed a decree on ensuring the right of residents of settlements in Issyk-Kul region to access beach areas. Press service of the head of state reported.
The President notes that the natural potential of Issyk-Kul lake is the property of the living and future generations of the people of Kyrgyzstan. But today, many resort and recreational facilities (resorts, guest houses, cottage settlements) located on the territory of the resort and recreational zone of Issyk-Kul lake restrict residents of settlements from accessing beach areas by erecting various kinds of fences.
«At the same time, the requirements of the law on the sustainable development of the ecological and economic system Issyk-Kul, the government decree on approval of the rules for development, improvement, technical operation and maintenance of facilities in the resort and recreational territory of Issyk-Kul region, dated October 2, 2007 No. 445 are often ignored in terms of ensuring free access of the local population to beach areas. These violations of the provisions of the legislation of Kyrgyzstan cause dissatisfaction among residents of settlements located in the resort and recreational zone of Issyk-Kul lake,» the statement says.
To protect the economic and social interests of residents of settlements and ensure their free access to beach areas and prevent possible negative consequences, the president signed the decree.
The document says that the access of residents of the settlements of Issyk-Kul region, located in the resort and recreational area of Issyk-Kul lake, to beach areas is not subject to any restriction.
The head of state instructed from July 1, 2022 to ensure unimpeded access of citizens to beach areas located within the boundaries of the respective settlement, including in the territories of resorts, guest houses, cottage settlements, regardless of ownership.
He also ordered to dismantle the fences (walls, gratings, metal meshes) located in the beach areas of Issyk-Kul lake, which do not have swing gates and prevent citizens from free access to them, and to prohibit their further construction.
The President obliged the heads of resorts, guest houses, cottage settlements, regardless of their form of ownership, to equip the beach area with dry closets.
The head of state also ordered to take a set of measures to prevent and suppress the facts of imposing restrictions on the access of the local population to beach areas and systematically conduct explanatory work among the population about the need to maintain public order in the territories of resort and recreational facilities. Sadyr Japarov also instructed to organize public beach areas in the settlements of Issyk-Kul region.
The Cabinet of Ministers was instructed to develop and approve the rules for development, improvement, technical operation and maintenance of facilities in the resort and recreational area of Issyk-Kul region in a new version until August 1, 2022.
