President Sadyr Japarov makes speech at EAEU summit

«Issues that will give a new impetus to the development of our integration are traditionally on the agenda of today’s meeting,» the President of Kyrgyzstan Sadyr Japarov said at a meeting of the Supreme Eurasian Economic Council.

According to him, the issue under consideration on the implementation of the Strategic Directions for the Development of Eurasian Economic Integration gives understanding that it is necessary to accelerate the process of implementation of the measures laid down in the strategy.

The head of state drew attention to the fact that only 32 out of 84 events planned in 2021 have been held. «This is only 38 percent. It is necessary to analyze the reasons for such a passive implementation of the outlined plans. I consider it important to draw the attention of the Eurasian Economic Commission to the need to step up work on the timely implementation of the Strategy-2025. By 2025, it is necessary to come up with not only quantitative, but most importantly — high-quality execution of the entire document. It is important to focus on those activities that will give the maximum multiplier integration effect,» he said.

Sadyr Japarov also drew attention to the fact that the ongoing work to improve the legal framework of the EAEU is critically important and should take into account not only the realities of the current state of affairs, but also focus on the future. He is confident that it would be good to also think about increasing the intensity of work to fill the legal gaps in the laws of the Union, especially in the service sector.

«The agreement contains clear and understandable norms that the participating countries will not introduce new discriminatory measures in comparison with the regime in force on the date of entry into force of the Treaty on the EAEU. We believe that this basic principle, which is the basis for the functioning of a free internal market for services, should be strictly observed and monitored by the EEC,» the President noted.

He also spoke for stepping up work to create favorable conditions for the EAEU business in terms of conducting foreign economic activities, including simplification of trade procedures. Sadyr Japarov highlighted the agreements on the specifics of the application of the enforcement of the obligation to pay duties during customs transit and the use of navigation seals. He is sure that entrepreneurs of all EAEU states have been waiting for these documents for a long time.

«I hope that the introduction of such instruments will remove the acuteness of the problem of movement of goods both in the domestic market and in the foreign trade of the Union. It will spur the growth of trade turnover, significantly reducing the barrier agenda. An important component of Eurasian integration is also a single labor market. It is important to continue work to create conditions for the stay of workers in the territory of the EAEU countries. Especially in the current epidemiological situation, our working citizens and members of their families must have a full guarantee of social protection on the territory of any of the member states. In particular, we need to provide them with access to both the compulsory health insurance system and the vaccination in our countries,» he concluded.
