At least 97 percent of the total amount of concessional loans allocated to the agricultural sector was misdirected. The President of Kyrgyzstan announced at a meeting of the Security Council.
According to Sadyr Japarov, farmers received only 3 percent of the allocated funds through state banks, the rest were given to businesses.
«During my trips to the regions, I noticed that the irrigated land is not used. The farmers said that they had no money for seeds, fuels and lubricants and equipment. I instructed the Accounts Chamber to check the issuance of preferential loans to farmers. It turned out that farmers received only 3 percent of the loans, the rest were given to parliament deputies, governors and their relatives,» Sadyr Japarov told.
He instructed the Chairman of the State Committee for National Security, Kamchybek Tashiev, to check the banks through which the financing of the agricultural sector was carried out within two months.
«I am talking about Aiyl Bank and RSK, besides this, there are other commercial banks. There is no need to touch businessmen who have received the loans, although, they are also involved in corruption,» he said.
Sadyr Japarov also instructed the head of the Cabinet of Ministers Akylbek Japarov to control the issuance of loans to farmers this year. «Farmers should receive 100 percent of them,» Sadyr Japarov said.
