Kyrgyzstan installs criminal history clearance terminals

The Internal Affairs Ministry of Kyrgyzstan installs terminals to obtain certificate about the presence or absence of a criminal record. Deputy Interior Minister Kursan Asanov announced today at a meeting of the Parliament.

According to him, as of today, there are such terminals in Bishkek, Jalal-Abad and Osh. Within a week, it is planned to install them in Chui, Issyk-Kul and Naryn regions.

E-Statement system for getting through the terminal or information portal a certificate on the presence or absence of a criminal record has been launched by the Ministry of Interior in mid-January.

Now, an application for a certificate can be submitted through the payment terminals or through the electronic portal www.emvd.gov.kg.

However, MPs have criticized the Ministry of Internal Affairs. They said that it is impossible to get the certificate through a terminal. One still has to pay 500 soms to a special person who will help with the device.

Deputies reported that local employers do not recognize certificates issued, for example, in Osh. They demand a certificate from the Ministry of the Interior issued in Bishkek.

Earlier, MP Dastan Bekeshev offered to exempt the citizens from the obligation to obtain a certificate of criminal history clearance. It shall be requested by the employer if necessary.
