Agreement with Russia and Kazakhstan on exchange of personal data ratified

An agreement on mutual legal assistance in administrative matters in the field of personal data exchange has been ratified. The President of Kyrgyzstan signed the corresponding law.

The document was adopted by the Parliament on May 25, 2023. The purpose of the law is to carry out the domestic procedures necessary for the ratification of the agreement signed on December 18, 2020.

Under the agreement, the following information will be exchanged:

  • Presence (absence) of citizenship of the parties to the agreement;
  • Availability of documents giving the right to permanent stay (residence) in the territories of the parties;
  • Migration registration or registration at the place of residence (place of stay) of citizens of the parties, citizens of third countries and stateless persons;
  • Issuance of visas giving the right to enter the territory of the parties to the agreement;
  • Real estate registered in the name of the subject of personal data in the territories of the parties;
  • Obligations of a property nature that the subject of personal data has in the territories of the parties;
  • Bringing the subject of personal data to criminal or administrative liability in the territories of the parties;
  • Identity documents.

The agreement shall enter into force upon expiration of 30 days from the date of receipt by the depositary of the third notification of the fulfillment by the signatories of the domestic procedures necessary for its entry into force.

The agreement was signed by Kyrgyzstan, Russia and Kazakhstan.

To date, the Russian Federation and the Republic of Kazakhstan have already completed all domestic procedures. The agreement will enter into force only after the completion of all necessary procedures by the Kyrgyz side.
