The President of Kyrgyzstan signed a decree approving the concept of the legal policy of Kyrgyzstan for 2023-2026 and an action plan for its implementation. Press service of the head of state reported.
The document was reportedly adopted in pursuance of the National Development Program of the country until 2026, approved by the decree of Sadyr Japarov dated October 12, 2021, aimed at forming a strong and sustainable system of public administration.
«The concept of legal policy sets the provision of the rule of law through a coordinated choice of directions for the development of the legal system as its main goal. It is aimed at determining the main directions for the development of the legal system and its forms of implementation, including law-making, law enforcement, law interpretation and law education activities,» the document says.
It describes the problems that exist in the field of the formation of legal norms, such as unsystematic and chaotic implementation of the process, the lack of a centralized systematic approach to rule-making, as well as insufficient involvement of scientific community and experts in certain fields.
The concept emphasizes the need for monitoring and evaluating the effectiveness of adopted regulatory legal acts by all law-making bodies and officials. It involves a number of measures to improve rule-making, including the development and introduction of E-norm electronic portal, introduction of a mechanism for automatically publishing and posting adopted laws and regulations, and the mandatory public discussion of draft regulatory legal acts on a single public discussion portal.
To improve law enforcement practice, it is planned to develop a mechanism for monitoring law enforcement and evaluating the effectiveness of laws, a mechanism for the interaction of legislative, judicial and executive bodies in the course of legal monitoring.
Implementation of the envisaged measures will contribute to building a democratic, secular, social and legal state in the Kyrgyz Republic.
