Number of villages in Kyrgyzstan to increase by 13

Number of villages will increase in Kyrgyzstan. The State Agency for Civil Service and Local Government Affairs submitted for public discussion a draft law on classifying some settlements in Batken, Osh, Chui and Issyk-Kul regions as villages.

As background statement says, it is proposed to classify the following settlements as villages:

  • Momunov in Kara-Bak rural area, Batken region;
  • Zhany-Zher and Zhiydelik of the city of Kadamzhai,
  • Kelechek in Iskhak-Polotkhan rural area in Kadamdzhai district;
  • Kachybek, Meerkan and Tatar in Japalak rural territorial administration of Osh;
  • Kairagach in Kashkar-Kyshtak rural area,
  • Dostuk, Kyzyl-Tal in Madyn rural area, Kara-Suu district;
  • Kaldai in T. Zulpuyev rural area in Nookat district;
  • Ismail in Kyzyl-Tuu rural area in Sokuluk district;
  • Pristan-Maslozavod (Kelechek) in Sary-Bulak rural area, Tyup district.

The agency notes that the decisions to transfer settlements to the category of villages were made at a meeting of residents and approved by local councils, local state administrations and orders of presidential envoys to Batken, Osh, Chui and Issyk-Kul regions, as well as an interdepartmental commission for consideration of issues of administrative-territorial structure and geographical names under the Cabinet of Ministers.

The state agency recalled that according to the law on the administrative-territorial structure of the Kyrgyz Republic, the category of aiyl (village) can include settlements that have reached a certain level of improvement, with a population of at least 50 people, of which workers engaged in agricultural production and members of their families make up at least half of the population.

All settlements proposed by the project meet these criteria.

«Only 20,329 people live in the proposed 13 settlements. The smallest population is in Kelechek, where 152 people live in 50 households, and the largest population is in Dostuk, where 2,500 people live in 300 households,» the background statement says.

The state agency added that with inclusion of individual settlements to the category of aiyl (village), their status rises, they become a separate territorial unit within the corresponding aiyl aimak, which will give the local community independence to resolve issues of local importance; the initiative and responsibility of the local community increases. This will serve as an impetus for the activation of the local community in attracting investments, cooperation with various projects, mobilizing internal reserves and creating conditions for the social and economic development of the territory.

It will cost 4,052,400 soms. All expenses will be financed from the local budget.
