Kyrgyzstan not to close medical schools

Acting Minister of Health of Kyrgyzstan Zharkynbek Kasymbekov signed an order, according to which higher educational institutions that train medical personnel will not be closed. He told 24.kg news agency.

According to the acting minister, the order dated March 30, 2022 No. 398 on the withdrawal of form No. 6, signed by Alymkadyr Beishenaliev, is considered to be invalid.

«Commission established that the Ministry of Health did not have the authority to withdraw the form No. 6 and, in general, to check higher education institutions, since this is an integral part of the licenses issued by the Ministry of Education. We do not have the right to re-check these institutions now,» Zharkynbek Kasymbekov said.

He noted that educational institutions can plan admission of applicants jointly with the Ministry of Education without their participation.

At the same time, the interdepartmental commission continues its work, an inventory of regulatory legal acts is underway. «We suspended issuance of the form No. 6 until the end of the work of this commission. In the future, before the end of the year, we plan to make the rules understandable, open and preferably available online in order to avoid misunderstanding and outrage from universities, students, and the public,» the acting minister added.

«Currently, applicants can easily enroll in medical schools. But following the results of the work of the interdepartmental commission, we will return to the issue of the form No. 6. Everything will be open, understandable, and transparent. If higher education institutions meet the requirements, they will work, and if they do not have clinical sites, then the issue will be reviewed,» he concluded.

Form No. 6 indicates that the clinical site of a higher education institution meets the minimum requirements. The form is issued by the Ministry of Health, and the license to an educational institution is issued by the Ministry of Education.

In early 2022, the head of the Ministry of Health, Alymkadyr Beishenaliev, began checking medical schools. The work of the commission showed that only eight of the non-state universities have the conditions for internship of students. The Ministry of Health submitted information on nine universities to the Ministry of Education. Eight of them were set a deadline to correct all the shortcomings before July 1. In addition, the Ministry of Health advocated closure of 12 private medical colleges.
