The technical regulations of the Eurasian Economic Union (EEU), establishing safety requirements for mobile and stationary amusement rides, entered into force today. The Eurasian Economic Commission (EEC) reported.
The regulations apply to the observation wheels, sky swings, swings, kartings, bouncy castles, slides, electric cars, water rides and other amusement rides where a risk of injury exists, if basic safety rules are not observed.
«The provisions of the document indicate what to do in order to avoid an accident. All the participants in the process — from designers and manufacturers to organizations that operate the amusement rides — have received clear requirements that must be fulfilled to preserve the life and health of people,» said Valery Koreshkov, the Minister for Technical Regulation of the Eurasian Economic Commission.
The technical regulations prescribe the safety requirements for children’s amusement rides. Designers and manufacturers must take into account additional risks, associated with the age characteristics of children — physiological, psychological, anthropometric.
According to the regulations, it is unacceptable to leave holes in entertainment devices, especially in their moving parts, where the child can easily put a hand, leg or a foreign object.
In all potentially dangerous places, the amusement rides must be provided with handrails and fences. Their design should not allow children to stand or sit on them. One must immediately stop the operation of an equipment if it is damaged. Compliance with the requirements of the technical regulations of the EEU includes the need for owners to check the technical condition of the amusement rides daily. The regular state control is also mandatory.
EEC has set a transition period for the planned transition of market participants to the production of amusement rides that meet the new requirements. Until October 18, 2019, production and sale of amusement rides under the old rules are allowed in accordance with the laws of EEU countries. Documents, issued before the entry into force of the technical regulations, are valid until the expiry of their term, but not later than October 18, 2019.
