According to the State Penitentiary Service, these facilities were created for the employment of the convicts. «Now, in connection with the limitedness of their territories and the low level of infrastructure, the development of production and the employment of convicts there is problematic,» background statement says.
In addition, the penal settlements are actually half empty. Therefore, it is proposed to liquidate them.
It is offered to use the vacated territories, buildings and premises for attraction of investors for locating new and expanding the existing production sites there.
«This will significantly increase the employment of persons released from prison as one of the effective measures to reintegrate them into the society,» the State Penitentiary Service said.
The convicts, serving sentences in the penal settlements, are supposed to be transferred to penal settlements No. 26 (Moldovanovka), 32 (Bishkek) and 44 (Cholpon-Ata) with a number of operating production sites and a large farmland for possible employment.
