Settlement colonies in the country may be liquidated. Kyrgyzstan’s Minister of Justice Ayaz Baetov said at a press conference.
According to him, it is proposed to transfer all prisoners to probation, putting special electronic bracelets on them.
The minister noted that the analysis showed that there is actually no difference between probation with electronic monitoring and staying in a settlement colony. «It turns out to be a duplicate function of the settlement colony and the probation system,» he emphasized.
Ayaz Baetov also added that probation would not be applied to persons who committed murder or rape.
Nevertheless, the Cabinet of Ministers’ approval is needed for the final decision on liquidation of settlement colonies. If the initiative is supported, significant reforms will take place in the penal system.
