Kyrgyzstan abolished the mechanism of public procurement through tenders for purchases at the expense of budget funds. The President signed the Law on amendments to some legislative acts in the sphere of public procurement.
The document was adopted by the Parliament on June 29. It is designed to improve and optimize the public procurement process, as well as to eliminate corruption. The law provides for simplification of public procurement procedures and amendments to a number of legislative acts containing a «tender» concept. It amends 13 laws.
It is noted that in order to meet the needs of the state and the population in various goods, works and services:
- Complex, unrealized mechanisms are excluded and revised;
- Procedures for changing the procurement plan are reduced;
- Cases of use of single source method are expanded.
The authorized body for public procurement is provided with the function of providing written explanations on requests for application of legislation in the field of public procurement.
