The Ministry of Emergency Situations of Kyrgyzstan proposes to create a unified hydrometeorological register. Its concept has been prepared.
It says that the state register is a list of information about hydrometeorological services, their individual types or individual works and services for collection of hydrometeorological information.
Producers of such information provide data of primary observations to the authorized body free of charge and in the format provided by the World Meteorological Organization. It is also registered in the public register.
The authorized body in the field of hydrometeorology maintains the state register in electronic form.
The state register is formed before one or another service declares itself as a hydrometeorological service.
To register, it is necessary to send a written notification with the following information:
- The name of the legal and natural person (name, first name, patronymic, if any), place of residence (place of stay) or location, bank details;
- The date of commencement and termination of hydrometeorological activity, its types or works and (or) services constituting the production of hydrometeorological information;
- List of certain types of hydrometeorological activities or individual works and (or) services that make up the production of hydrometeorological information;
- List of available serviceable technical means, including instruments and equipment (certificates of their inspection and (or) calibration), other property necessary for the implementation of hydrometeorological activities, its individual types or individual works and (or) services constituting the production of hydrometeorological information;
- List of points of hydrometeorological observations (if any), the date of their organization, addresses, characteristics of the location of the point of hydrometeorological observations.
The application and documents attached to it are considered by the commission.
