The Ministry of Economy and Commerce of Kyrgyzstan has proposed 13 types of activities for which cash registers may not be used. The relevant draft resolution of the Cabinet of Ministers has been presented for public discussion.
The Ministry of Economy assumes that the following types of activities can be exempted from the use of cash register system:
- Sale of securities.
- Sale of lottery tickets.
- Sale of travel passes and tickets for travel in public transport.
- Sale of tea and other public catering products in passenger cars of trains and airplanes.
- Provision of individual services (governesses, nannies, gardeners, housekeepers) and livestock grazing.
- Provision of passenger transportation services in public transport, except for passenger transportation services in passenger cars (taxi services).
- Provision of services for the transportation of passengers in passenger cars (taxi services) and for the delivery of goods by couriers using the information system of the taxi service and the courier service used to order the transportation of passengers and goods, with the function of transmitting information in real time to the authorized tax authority in the manner, determined by the Cabinet of Ministers of the Kyrgyz Republic.
- Handcart transportation services.
- Services of migrant workers engaged in self-employment in the border areas, hired by citizens of the Kyrgyz Republic.
- Services on provision (renting) of own real estate for housing, carried out on the basis of a license, except for hotel services and daily rent of apartments.
- Services of commercial banks, microfinance organizations, credit unions and specialized financial and credit organizations licensed and regulated by the National Bank.
- Services of payment organizations and payment system operators subject to issuance of payment terminals checks to the client and transmission by them of information on such transactions in the manner determined by the Cabinet of Ministers in coordination with the National Bank.
- Services of religious organizations registered in Kyrgyzstan in terms of the sale of religious objects and religious literature in places of worship and street kiosks, as well as the provision of services on holding ritual, religious rites and ceremonies.
In addition, it is proposed to postpone the use of cash register systems for another 11 types of activities. These include the sale of goods, provision of services or performance of works in outlets with an area of up to 10 (ten) square meters, located in shopping centers and houses, as well as provision of services in catering outlets using temporary outlets (pavilions, yurts, sheds, other temporary structures).
