«I am very glad that the ten-year period of stagnation, the so-called «parliamentary democracy», has ended, when, following the election results, different factions cut up our Kyrgyzstan like a pie,» Chairman of the Cabinet of Ministers of Kyrgyzstan, Akylbek Japarov, said in an interview with Kommersant.
According to him, over these ten years the country has lost all professional managers. The head of the Cabinet is sure that the «vinaigrette, which was created after each parliamentary elections,» did not allow the executive branch to work. It became an extension of the Parliament. There were discussions, meetings, protection of the interests of the factions, which put them forward, protection of the interests of the leaders of the factions. In many cases, these interests did not coincide with the interests of the people.
«The bacchanalia of corruption, the shadow economy, the opportunity to get rich with the help of the authorities, led to the catastrophe that happened last year. President Sadyr Japarov is determined to prevent this from happening. Under the new Constitution, the government is formed by the head of state himself. He formed a new Cabinet of Ministers and instructed me to head it. The new government has a full mandate of people’s trust and is guided by a detailed program of action until 2026,» Akylbek Japarov said.
«I confidently declare that the results of the parliamentary elections on November 28 will be fair. We now have the most progressive electoral system: not only single-mandate and proportional elections, but also open party lists, as in Scandinavia. The country has complete freedom of campaigning for all political forces. Any opposition can conduct its work as it likes. The President did not nominate his party, but be sure: our people are tired of the turmoil and chaos. Our people will vote for the responsible and patriotic forces that support the president’s program. The new composition of the Parliament will focus on the legislative field and will provide support for the activities of the Cabinet of Ministers,» he concluded.
