As part of the national action plan for establishing an open government, the process of opening data on 12 pilot state bodies was launched in Kyrgyzstan. The Information Support Department of the Cabinet’s Office reports.
According to it, the first results of Kyrgyzstan’s participation in the initiative were considered at the 5th meeting of the National Open Government Forum. As the Cabinet believes, a positive achievement is the introduction of an electronic platform for holding auctions for state property lease.
«Thanks to this initiative, transparency and openness, reduction of resource costs, and the possibility of remote participation in tenders are ensured. But there are significant flaws. Such an opportunity should extend not only to the rent, but also to the sale, as well as to municipal property,» the Deputy Prime Minister Altynai Omurbekova stressed.
Kyrgyzstan joined the Open Government Partnership in 2017, and accepted 19 commitments for execution in 2018.
However, she noted that there were no detailed action plans and financial calculations for the implementation of measures, which do not correspond to the established format, at many government agencies. Heads of government agencies were warned about consideration of personal responsibility in the absence of progress by the next meeting of the National Forum.
New initiatives for inclusion in the national action plan were also discussed. So, it is proposed to join the Initiative on the transparency of the construction sector, to ensure online publication and free access to the general plans of settlements and other urban planning documentation. In addition, it is proposed to introduce a system for publishing registers of movable and immovable property ownership, registration of legal entities, including information on the beneficial owners of legal entities, and other socially significant registries, including in open data form.
