Ombudsperson Atyr Abdrakhmatova tells about problems in collecting alimony

A quarter of newborns are children of unmarried mothers in Kyrgyzstan. Ombudsperson of Kyrgyzstan Atyr Abdrakhmatova said at a meeting of the Committee on Constitutional Legislation, State Structure, Judicial, Legal Issues and Regulations of the Parliament of Kyrgyzstan.

According to her, women mainly apply to the judiciary with claims for divorce and alimony. This accounts for more than 80 percent of all family cases brought before the courts.

«More than 145,000 children are born in the country every year. On average, about 50,000 couples get married a year and 10-12,000 get divorced. According to the results of the 2022 population census, 6 percent of divorced women and 3.3 percent of men were registered. The number of people living without official registration of marriage is also considerable. According to the practice that has developed in recent years, a quarter of newborns are children of unmarried mothers. 51 percent of such children are registered based on the joint application of both parents and 49 percent — only on the application of the mother,» Atyr Abdrakhmatova said in her report.

According to her, 10 percent of appeals to the Institute of Ombudsman are applications for the recovery of alimony.

«The issue of paying alimony by persons who have gone abroad remains unresolved, the placement of photos and data of debtors on the official website of the authorized state body has also not been established. The debtor also has legal opportunities not to fulfill his obligations until the children reach the full age, not to pay alimony, provided that he has no income, no job,» Atyr Abdrakhmatova said.
