A list of measures for full digitalization of public procurement in the countries of the Eurasian Economic Union was approved by order of the Board of the Eurasian Economic Commission (EEC). Press service of EEC reported.
The issue was considered as part of the implementation of strategic directions for the development of Eurasian economic integration until 2025, as well as a list of measures to increase the sustainability of the economies of the member countries. The document approved by the EEC provides for the study of issues related to the formation of a legal basis for conducting all competitive procurement procedures in electronic format using an electronic digital signature, as well as reducing the time for such procedures. In addition, measures are envisaged regarding the possible improvement of the existing procurement information systems of states, creation of additional modules in them for the formation of digital registers of bank guarantees, tracking collusion in procurement.
«The document will ensure fair competition between participants in public procurement. The digitalization of public procurement procedures in the EAEU is an important element in ensuring full access for suppliers of all countries of the Union to participation in each other’s procurement. The list approved by the commission includes measures to improve the software and hardware systems of web portals on which public procurement is carried out in the states of the Union. For their qualitative implementation, we agreed to form a working group of representatives of the authorized bodies and operators of trading systems. I would like to note that we, together with country experts, are working on the rules for the mutual recognition of national electronic digital signatures, which is important for full digitalization in public procurement of the EAEU,» Arman Shakkaliev, Minister in charge of Competition and Antitrust Regulation of the EEC, commented.
