President Japarov refuses to sign law on state of emergency in economy

President of Kyrgyzstan Sadyr Japarov refused to sign the law on the introduction of a state of emergency in the economy. The Deputy Chairman of the Committee on Budget, Economic and Fiscal Policy of the Parliament Dastan Bekeshev reported on his Telegram channel.

According to him, this document, initiated by the Chairman of the Cabinet of Ministers Akylbek Japarov, has become a bone of contention. The head of state twice returned the document to Parliament for revision.

«The President has abandoned the bill altogether. The Parliament twice agreed with the president’s objectionы. And the third time he said that this bill is not needed. Neither the Cabinet of Ministers nor the President needs it now. So much time has been spent on it,» the deputy said.

The bill allowed the Cabinet of Ministers to manage 20 percent of budget revenues and expenditures without coordination with the Parliament, as well as change tax rates, withdraw funds from cash desks of retail outlets, change the tax regime, restructure debts without the consent of Parliament, introduce a special procedure for public procurement.
