Kyrgyzstan initiates a recall of ministers of the Eurasian Economic Commission (EEC) for consultations on the situation on the border with Kazakhstan. The Ministry of Economy reported.
The ministry reminded that since March 19, 2019, the neighboring country has increased control over transport carrying consumer goods on the Kyrgyz-Kazakh section of the border. In addition, each vehicle is carefully inspected, and therefore the time of crossing the border has increased significantly.
According to results of a monitoring by the Ministry of Economy, more than 250 freight vehicles have accumulated on Ak-Tilek-Avtodorozhniy checkpoint.
«Kyrgyzstan, in connection with the current situation, believes that the additional control measures are the violation of the norms of the Eurasian Economic Union and restrict the freedom of movement of goods — the fundamental principles of the functioning of the single market of the EEU,» it says.
According to the State Revenue Committee of the Ministry of Finance of Kazakhstan, the following documents are checked and scanned at the border: CMR (international consignment note), waybill, invoice, vehicle registration certificate, talon on crossing of the border.
Such actions are hidden customs control, which is fundamentally contrary to the norms of the union and violates the provisions of Article 25 of the Treaty on the EEU in terms of ensuring the freedom of movement of goods in the domestic market of the Union.

The Ministry of Economy recalled that in accordance with Article 25 of the Treaty on EEU, free movement of goods between the territories of the countries of the union is carried out without use of customs declaration and state control.
«It should be noted that such measures entail for the suppliers of Kyrgyzstan financial costs associated with downtime, as well as the negative consequences associated with failure to fulfill obligations to counterparties on the delivery time of goods, which will lead to a decrease in the economic activity of the country as a whole. The Ministry of Economy invites the government of the country to initiate a recall of members of the board (ministers) of the Eurasian Economic Commission for consultations on the current situation at the border,» the ministry stressed.
