The day before, the deputy of the Parliament, Osmonbek Artykbayev, was officially charged with corruption. The press center of the State Committee for National Security reported.
According to the committee, the charge was brought within the criminal case on the modernization of Bishkek Heating and Power Plant.
The Pervomaisky District Court of Bishkek has chosen a preventive measure in the form of detention in the pretrial detention center of SCNS until the end of the investigation for the ex-Minister of Energy. The investigation is under way.
Recall, according to the Prosecutor General’s Office, it was found out that in the period from 2012 to 2013 Electric Stations OJSC received proposals from four companies for the implementation of the project «Modernization of Bishkek HPP.» The most favorable and acceptable was the proposal of the Chinese state-owned company CMEC, which proposed to implement the project for $ 356 million.
Its main activity was the implementation of international contracts on energy projects. Meanwhile, the Chinese company TBEA proposed to implement the project for $ 390 million. Moreover, the company TBEA had no experience in implementing such projects.
However, on May 24, 2013, with the resolution of the President of the Kyrgyz Republic, the Minister of Energy and Industry of the Kyrgyz Republic, Osmonbek Artykbaev, received a joint service note by the head of the Foreign Policy Department in the rank of the deputy head of the Presidential Administration, Sapar Isakov, and the head of the department for financial and economic analysis and development monitoring, Nursulu Akhmetova, which recommended to choose TBEA as a contractor.
At the same time, he, along with his deputy, Aibek Kaliev, the general director of Electric Stations JSC Salaidin Avazov, his deputy Zh. Nazarov, did not demand the necessary feasibility study and other technical documents. As a result, on July 16, 2013, without a feasibility study and other mandatory technical documents on conditions unfavorable to the Kyrgyz Republic, an agreement was signed between Electric Stations OJSC and TBEA on EPC international standard for the modernization of Bishkek HPP in the amount of $ 386 million.
