The Committee on Social Policy of the Parliament of Kyrgyzstan approved in the first reading a bill providing for a fine of up to 100,000 soms for slander and insults in the media and on the Internet.
The bill «On Amendments to the Code on Offences of the Kyrgyz Republic» was presented by Deputy Minister of Justice Orozbek Sydykov.
MP Erulan Kokulov asked who would be held responsible, if a social media account was hacked and slander was written. Orozbek Sydykov answered that law enforcement agencies would identify the hacker.
Deputy Minister of Internal Affairs of the Kyrgyz Republic Erkebek Ashirkhodzhaev answered that it would be difficult to identify the hacker.
«Sometimes they are found, sometimes not,» he said.
Erulan Kokulov noted that attempts to hack his social media accounts are made five times a day.
«If someone hacks and posts something, and they cannot identify him or her, then it turns out that I will be held accountable,» the deputy said.
Deputy Minister of Justice Orozbek Sydykov responded that inspections would be conducted.
Recall, the Code of Offenses is planned to be supplemented with an article on slander and insults in the media. The corresponding bill was adopted by the Committee of the Parliament on Transport, Communications, Architecture and Construction. According to the amendments, individuals will be fined 100,000 soms for slander and insults, and legal entities — 200,000 soms.
President Sadyr Japarov believes that it is necessary to fine for insults.
