The State Committee for National Security of Kyrgyzstan (SCNS) detained the director of Burana Grand construction company, Urmat Ishenbekov, for links with the organized crime group of a crime boss Kamchi Kolbaev. The SCNS press center reported.
He was charged with complicity in laundering of money of the organized crime group of Kamchi Kolbaev. He was placed in the pre-trial detention center of the SCNS until January 4, 2024.
It was found out that Urmat Ishenbekov and his companion, director of Emark Group LLC Cholponbek Akmatov, invested the income of Kamchi Kolbaev in real estate. To hide this, in September 2022, a formal purchase and sale agreement was concluded for a land plot of 4 hectares in Cholpon-Ata from Burana Grand LLC in favor of Kaganat Resort LLC.
Representatives of Kamchi Kolbaev built a resort using funds obtained by criminal means on this land plot. After the project is implemented, 22 percent of the profits were to be received by the owners of construction companies, 40 percent — by Kamchi Kolbaev, and 38 percent — by the co-founder of Kaganat Resort recreation center and owner of Aurora Group Azret Bootaev. The directors of Emark Stroi and Burana Grand personally met with Kamchi Kolbaev and planned to get a profit of more than $1.5 million.
In addition, Kamchi Kolbaev, in order to launder money, invested in the objects under construction of Burana-Grand SK LLC — Park Avenue residential complex in the southern part of Bishkek, Burana Peles near the state circus on the land plot of about 36 ares.
The SCNS added that Urmat Ishenbekov owns agricultural land in Kyzyl-Tuu village, Sokuluk district, with an area of more than 33.85 hectares and an expensive apartment in Bishkek with an area of 204 square meters. The latter is also a co-founder of three LLCs in the fields of construction, trade and services.
Urmat Ishenbekov is listed in the Ministry of Justice’s database as one of the founders of Burana Grand construction company, and another person is its director.
Earlier, the State Committee for National Security detained the director of Emark Group LLC Cholponbek Akmatov, and the co-founder of Kaganat Resort recreation center and owner of Aurora Group Azret Bootaev.
