MP proposes to fine for dissemination of information harmful to children

MP Jamilya Isaeva initiates amendments to a number of laws, including the Code of Offences. The document has been submitted for public discussion.

In her opinion, the current version of the law on measures to prevent harm to the health of children, their physical, intellectual, mental, spiritual and moral development in the Kyrgyz Republic dated 2015 is outdated and needs amendments.

The deputy believes that definitions and mechanisms should be introduced at the level of government, business and civil society to ensure the protection of children and adolescents from information that is harmful to their health or development.

Jamilya Isaeva proposes to amend the Code of Offenses, and introduce a fine for disseminating information that is harmful to the health and physical, intellectual, mental, spiritual and moral development of children.

If information containing scenes of violence, abuse, using obscene language, as well as promoting alcohol and tobacco, is distributed by a private person, then he or she will face a fine of 2,000 soms, a legal entity is proposed to be fined 10,000 soms. It is proposed to fine the authors of articles containing harmful information in the media or on social media in the amount of 25,000 soms.
