Patients undergoing hemodialysis held a rally near the state residence. Participant of the rally told 24.kg news agency.
According to him, the patients opposed a tender for hemodialysis services. According to them, this will lead to corruption and poor quality of the services. «We are not a commodity, but living people, and we have the right to choose. Our lives should not depend on the tender,» they said.
President Sadyr Japarov came out to the protesters. As the patients noted, the head of state listened to them, said that he would give a task to his assistants, and promised to resolve the issue.
Earlier, MP Dastan Bekeshev submitted a proposal to the Parliament to exclude hemodialysis services from the law on public procurement. It is noted that the proposal was made at the request of patients with renal failure. They consider it necessary to establish a special procedure for the purchase of hemodialysis services in order to get them without any delay.
Almost 2,000 people undergo hemodialysis procedure in the republic. Some patients receive the service in the German center under the PPP project, while the majority — through the Compulsory Medical Insurance Fund. For each hemodialysis procedure, the Compulsory Medical Insurance Fund pays organizations 4,700 soms, regardless of ownership. In total, 35 healthcare organizations in the republic (three in state organizations in Issyk-Kul, Naryn, Talas regions and 32 in private dialysis centers) provide program budgetary hemodialysis to patients with chronic renal failure of the fifth stage. Patient has the right to choose any of these organizations.
