Amendments on lifting ex-presidents’ immunity approved in first reading

The Parliament of Kyrgyzstan approved in the first reading a bill on lifting the immunity of an ex-president. At least 100 deputies voted for the amendments.

The deputies Kurmankul Zulushev and Iskhak Masaliev proposed to amend the law on Guarantees of the Activities of the President. In their opinion, in order to bring the document into conformity with the Constitution, article 12 (on immunity) should be removed, but other privileges of the former heads of state specified in the document should be retained. For example, the immunity of an ex-president extends to property and vehicles.

Earlier, the Constitutional Chamber recognized the provision of law contrary to the Basic Law. According to the Constitution, an ex-president has no immunity.
