Akylbek Japarov: Tax Code is not the Quran, it can change

«The Tax Code is not a dogma, not the Quran. It can undergo changes,» Akylbek Japarov, Chairman of the Cabinet of Ministers of Kyrgyzstan, said at a press conference today, commenting on the discontent of business representatives with the new Tax Code.

According to him, it is time to start accounting and controlling the movement of goods. That’s what the Cabinet is doing today. At the same time, by decision of the President of the country, entrepreneurs with an annual turnover of up to 8 million soms are exempt from paying taxes, if they use electronic invoices or cash registers.

«We abandon the licenses that allow them to cover their inventory items. The license can only be used by individual entrepreneurs. For example, restaurateurs approached me. They offered to remove the VAT threshold. But in return they are ready to pay all taxes and not split the business, if we set a single tax of 6 percent for them. We are switching to global principles in the sphere of public catering and services. If you have a client — you pay taxes, if not — you don’t pay,» Akylbek Japarov said.

«Over many years, not very conscientious businessmen got used to not paying taxes. They think they can make big profits from taxes. It is hard for them, we will explain, move forward. But we are ready for dialogue and discussion,» he concluded.
