Kyrgyzstan temporarily waives fines for migration law violators

Foreign citizens and stateless persons who have violated Kyrgyzstan’s migration legislation will be allowed to voluntarily leave the country without fines from July 1 to July 31, the Ministry of Labor reported.

The measure applies to foreigners who have overstayed their visas, residence permits, or other permitting documents, as well as those staying in the country without valid documents confirming their legal status. To benefit from the measure, individuals have to apply to a territorial office of the Ministry of Internal Affairs and then obtain an exit visa through the e-Visa portal. No state fee will be charged for issuing the visa.

The Ministry of Labor stressed that the initiative does not legalize illegal stay, but only provides an opportunity to leave Kyrgyzstan voluntarily without administrative liability.

The temporary procedure does not apply to foreigners who are subject to criminal proceedings, have final court rulings against them, or have unpaid fines or tax debts.

After July 31, enforcement measures will be applied in accordance with the national legislation.
