The Cabinet of Ministers of Kyrgyzstan has prepared a draft resolution introducing a temporary ban on the import of electronic cigarettes, nicotine delivery systems, and nicotine-containing liquids into the country.
According to the document, the restrictions are proposed to be introduced for a period of six months. The ban will apply to electronic cigarettes and nicotine delivery systems containing nicotine liquid within a single device, as well as cartridges, tanks, and other containers with nicotine-containing liquids used in electronic cigarettes.
The resolution has been developed in accordance with the Law «On Protecting Citizens’ Health from the Effects of Tobacco and Nicotine Consumption, Exposure to Ambient Tobacco Smoke and Aerosol.»
The Ministry of Economy and Commerce has been instructed to notify the World Trade Organization and the Eurasian Economic Commission about the introduction of the restrictions. The Ministry of Foreign Affairs is to inform the Executive Committee of the CIS.
Enforcement of the ban will be carried out by the State Customs Service and the State Border Service, which are tasked with taking measures to prevent the illegal import of the specified products.
At the same time, it is proposed to invalidate Cabinet Resolution No. 818 dated December 22, 2025, which previously introduced a temporary ban on the import of electronic cigarettes.
