Sadyr Japarov instructs to develop civil aviation in Kyrgyzstan

The President of Kyrgyzstan signed a decree on improvement of the civil aviation management system and measures to develop air service in the Kyrgyz Republic.

According to the press service of Sadyr Japarov, the document was adopted in order to improve the management system and ensure the development of civil aviation, increase the level of aviation services provided to the population within the country and on international routes.

It is resolved to consider the following as the most important tasks of improving the civil aviation management system and developing air traffic in the Kyrgyz Republic:

  • Ensuring the development and implementation of a unified state policy in the field of civil aviation;
  • Improving the efficiency of state regulation, control and supervision over the activities of civil aviation organizations;
  • Assisting in meeting the needs of the economy and the population in the air transportation of passengers, baggage, cargo and mail, providing aviation special works and other types of services in the field of civil aviation;
  • Creation of favorable conditions for safe, regular and efficient air transportation, aviation special works, development of the civil aviation services market;
  • Introduction of standards and recommended practices of the International Civil Aviation Organization (hereinafter referred to as ICAO) in the field of civil aviation;
  • Representation and protection of the interests of the Kyrgyz Republic in relations with ICAO and other international organizations in the field of civil aviation;
  • Taking measures to withdraw from the black list of the European Union, implementing measures to eliminate the shortcomings indicated in the reports of ICAO experts, complying with all ICAO safety-related standards, relevant procedures, using guidance material and sound flight safety practices;
  • Ensuring the fulfillment of obligations arising from international treaties of the Kyrgyz Republic on issues of air services of civil aviation;
  • Implementation of economic, scientific, technical and innovation policy in the field of civil aviation;
  • Development of competition in civil aviation and protection of the interests of users of services provided by civil aviation organizations;
  • Creation of favorable conditions for attracting foreign investments aimed at the development of civil aviation in the Kyrgyz Republic;
  • Opening of new air flights both on international and domestic routes;
  • Organization of domestic flights to the resort areas of the Kyrgyz Republic in order to develop tourism;
  • Development of the infrastructure of local airports that ensure the operation of domestic regular passenger flights.

It was ordered to form the State Civil Aviation Agency under the Cabinet of Ministers on the basis of the Department of Civil Aviation under the Ministry of Transport and Communications.

Alexander Nastaev has been appointed an Acting Director of the State Civil Aviation Agency.
