MPs of Zhogorku Kenesh to be trained in lawmaking and cybersecurity

Orientation seminars for deputies of the 8th convocation of the Zhogorku Kenesh of Kyrgyzstan have begun. Participants will be trained in key aspects of parliamentary work — from lawmaking and oversight to engagement with citizens and the media, the United Nations Development Programme (UNDP) reported.

The first of two seminars is organized by the Center for Parliament and Democracy Development under the Zhogorku Kenesh, with the support of UNDP and the OSCE Programme Office in Bishkek.

The training covers a wide range of topics, including the constitutional foundations of parliamentary work, the legislative process, parliamentary oversight, ethics of MPs, and interaction with society and the media. The program also includes sessions on the budget process, human rights, gender equality, cybersecurity, and the Sustainable Development Goals.

First Deputy Speaker of the Zhogorku Kenesh, Mederbek Aliev, noted that the seminar is aimed at enhancing the professional capacity of parliamentarians.

«This is an important step for the development of parliamentarism and improving the effectiveness of MPs’ work,» he said.

UNDP Resident Representative in the Kyrgyz Republic Alexandra Solovieva stressed that a strong and effective parliament is the foundation of democracy, playing a crucial role in promoting sustainable development and strengthening the rule of law. According to her, the work of the Zhogorku Kenesh should ensure that public policy aligns with the interests of citizens.

Head of the OSCE Programme Office in Bishkek, Ambassador Volker Frobarth, in turn, noted that the current seminar is aimed at a detailed study of parliamentary procedures and the responsibilities of MPs, as well as at identifying ways to foster effective dialogue with civil society.

The organizers noted that the training is intended to strengthen the institutional capacity of parliament and enhance its effectiveness, openness, and accountability.
