President signs law on regulations of Parliament

The President of Kyrgyzstan signed an agreed version of the law on regulations of the Parliament.

This document defines the procedure and procedures for the exercise by the Parliament of the powers provided for by the Constitution and laws of the country.

Earlier, the law on regulations of the Parliament was returned with objections from the head of state. The deputies, in particular, intended to introduce the fourth reading procedure. However, Sadyr Japarov recalled that the Constitution provides for a procedure of only three readings of bills.

A consensus group was created in the Parliament to develop an agreed version of the law.

On October 20, 2022, the Parliament adopted an agreed version of the law on regulations of the Parliament.

The regulations define the procedure and procedures for the exercise by the Parliament of the powers provided for by the Constitution of Kyrgyzstan. Parliament needed a new document because of the change in the form of government in the country. In 2021, the Kyrgyz Republic switched from a parliamentary-presidential to a presidential republic. Parliamentary elections were held at the end of November last year. The Parliament now consists of 90 deputies: 54 from parties, 36 — from single-mandate constituencies.
