President of Kyrgyzstan Sadyr Japarov holds the first meeting of the Council on Improving Judicial and Law Enforcement Activities today.
He expressed confidence that there is an opportunity now to actually implement the necessary measures to reform the judicial system, and the country’s leadership has the will to do it.
«Negative changes in the judicial system and law enforcement agencies contribute to the growth of legal nihilism in society, which leads to disrespect for the law and mistrust of the state. It is time to take urgent measures to overcome the stereotypes of our people: «Every law has a loophole.» We must create judicial bodies that can really ensure the inviolability of the foundations of the constitutional system, protect the rule of law, the unity of the economic space, property and non-property rights of citizens and legal entities,» the head of state said.
Sadyr Japarov also noted the importance of ensuring effective judicial protection of the rights and legitimate interests of property and business entities that contribute to economic development and the inflow of investments into the country.
«Thus, we must begin to radically change the national law enforcement and judicial system. It’s time to revise the previous experience, create an effective law enforcement and judicial system in the interests of the people, and step up judicial reform,» Sadyr Japarov said.
According to him, the presence of harmonious laws that reflect the needs of social development is an important condition for the effective functioning of law enforcement and judicial bodies.
«Legislation should not be an obstacle to law enforcement and judicial processes, but should meet modern requirements. Therefore, I believe that the work on qualitative updating and improvement of legislation should include the following key stages: the first stage — assessment of the current state of legislation regulating investigation and legal proceedings, identification of their main contradictions and starting points for improvement; the second stage is determining of the current, main promising areas for improving legislation and their implementation,» he said.
